A car seat if you will ever be in a private car
Since 1 November 2025 a child passenger under 8 who has not reached 1.35 metres must use a child restraining device in a private car, in the front or the back. The police can issue a fixed penalty of HK$230, and serious cases go to court, which can fine up to HK$2,000. Checked against info.gov.hk on 22 September 2026.

What else to know
What the law actually names is private cars. It does not say taxis are exempt — that only follows by implication from the vehicle classes named, and since you may be about to buy a seat on the strength of it, check with the Transport Department rather than taking it from us. If friends will drive you, or you will hire a car, you need a seat.
